What is a throughput agreement?

This is an agreement to put a specified amount of product per period through a particular facility. It is an agreement to unload an amount of crude oil, or AGO products, per period from a vessel into a tank farm.

Some guidelines for the importation of petroleum or AGO products:

• importer must be eligible (CAC)
• importer must have an import permit for AGO and petroleum products 
• The Department of Petroleum Resources must be notified of the vessel seven days before it arrives.

Some documents needed for AGO clearing are:

• Import Permit/SONCAP
• Certificate of quality
• Certificate of quantity
• Bill of lading
• Form M
• Throughput agreement
